2003 cobia 194 cc bolts that hold seat down will not tighten back down.

I took the main seat out to access the electrical under the console to do work as well as get the seats re-vinyled. I went to put the bolts back in and it seems whatever was serving as the anchors are free spinning with the bolts as they turn. I have thought about drilling bigger holes and dropping ss anchors down and do it that way??? Any ideas, guidance would be greatly appreciated. I had to cut small squares out of the floor in order to get the bolts out again. I kept the squares and was going to re-seal them after my ordeal is over... This has been such a kick in the balls.... Please help me out.

Unfortunately, we didn't build that boat so I can say for sure how the seat was anchored. I will say there is a fuel cell under there and I would strongly recomend you take it to your servicing dealer or a qualified marine professional.
