What to use to fill in old holes from trolling motor?

Clean the holes as good as you can. If there is a core material remove some of it slightly to create a small undercut.  Use some mat or glass fibers to fill the hole but leave room for the thickened gelcoat. If real thick do so in 2 layers. Regular resin is all that is needed. After it hardens bevel the edges, fill with thickened gelcoat then sand.

There is no structural aspect so epoxy is a waste of money.

I do custom finishing for a living. That gel coat color took me 4 hours to perfect and the non skid isn't perfect, but good enough until I redo everything.
