First grind out all the loose pieces around the area to reveal the entire void to be repaired. You don't want to fix it just to have more pop out later. Then get a marine filler of some sort, you can use Marine-Tex which has good reviews and is easily accessible at most Ace Hardware or West Marine. Of course, cheapest online generally. 

I personally like the TotalBoat products but it's up to you.

After grinding out the area, sand it with some rough paper... 80 or 120 grit just to rough up the surface so it adheres well. 

Mix your putty and fill void. Wait for it to harden up... sand down smooth. Final touch is to re-apply gelcoat to cover surface area. If you don't want to mess with that because it's not seen... just make sure to cover with a good coat of wax or something that will repel the water and keep it sealed.
