Late to the Game: EPIRB/PLB "recommended OR required"

The more I look over the FWC webpage, the more I'm dazed and confused.  I put a call into them this morning and after 30+minutes was cut-off!

I'm in Tampa Bay, never outside of the Skyway, and never offshore.  Redfisher 18 so I'm thinking PLB would suffice.  

Here's my question:  Is it recommended or is it a requirement or will it be a requirement?  With Father's Day just around the corner and my wonderful 401K Son and DIL (grinning), which should I have them gift me?

VHF uses just that VHF signal and carries to other vhf units, to alert other users of a distress signal in range of the radio signal if your radio is set up and registered. Lots depends on quality of radio, quality of antenna plays a big part, height of antenna.
