I would laminate several layers of glass to make a new plate, then glass in the plate. Sand, fair, and spray with fresh gel coat. Finally, install something like this https://thmarinesupplies.com/collections/plumbing-aeration-livewell-accessories/products/water-scoop-pickup to keep the sea-chest flooded.
