Seized steering wheel?

It looks like the shaft in the helm is bent. If both the steering wheel and helm shaft are bent then cut the shaft to separate the two and rebuild or have the helm rebuilt replacing the bent steering shaft. The remaining piece of shaft could then be pressed out to see if the steering wheel is worth trying to reuse.
